The port of Sasebo, Japan.  India Basin is directly beyond the large black crane.   CoMinRon 3/CoMinFlot 1 offices are at the entrance to India Basin.  There are a few Sweeps (MSOs or MSCs) directly abaft the USS Jason (maybe the Ajax) tied up alongside the large Cruiser on the left side of India Basin.
